Opening Plenary- Welcome and Inspirational Keynote
Majora Carter is a real estate developer, urban revitalization strategy consultant, MacArthur Fellow and Peabody Award winning broadcaster. She's responsible for the creation of numerous economic development, technology inclusion & green-infrastructure projects, policies and job training & placement systems.  She is also a lecturer at Princeton University's Keller Center.

Majora is quoted on the walls of the Smithsonian Museum of African-American History and Culture in DC: "Nobody should have to move out of their neighborhood to live in a better one” - which is also the subtitle of her 2022 book, Reclaiming Your Community.

Carter applies corporate talent-retention consulting practice to reduce Brain Drain in American low-status communities.  She has firsthand experience pioneering sustainable economic development in one of America's most storied low-status communities: the South Bronx, as well as cities across North America and abroad.

She and her teams develop vision, strategies and the type of development that transforms low-status communities into thriving mixed-use local economies. Her approach harnesses capital flows resulting from American re-urbanization to help increase wealth building opportunities across demographics left out of all historic financial tide changes. Majora's work produces long term fiscal benefits for governments, residents, and private real estate developments throughout North America.

Construction and Design Forum: The Importance of Factory-Built Housing
Factory-built housing is one of the solutions for affordable production. Though there are many potential benefits, including precision built housing with cost savings, the share of factory-built housing nationally is less than 10%. In this forum, experts in finance and industry professionals will clarify terminology, such as the difference between manufactured and modular, and have an honest and open conversation about what are true challenges and what are lingering myths. Topics covered include land use and zoning, building codes and permitting, financing, production, delivery, design, resilience, and perception issues. Homeownership Forum: Increasing Opportunities in a Challenging Market
The rise in interest rates, combined with already limited supply, production challenges, and elevated house prices, have cooled the surprisingly hot pandemic market. The rise in interest rates has stymied the increase in buying power for first-time homeowners.  Interest rate hikes did not bring down the high housing prices, creating an affordability gap for many lower income buyers. When home prices and interest rates are high, reducing the mortgage loan amount through price buy-downs in the form of increased downpayment is key. Experts will discuss strategies to continue increasing access to affordable homeownership, including, but not limited to, the CLT steppingstone, the Hometown Heroes program (with its improved terms for eligibility) and a fully funded SHIP program, for a blend of downpayment assistance. Also included in the discussion are strategies to proactively preserve homeownership through uncertain economic times.

Partnering with Public Housing Authorities Forum
Public Housing Authorities play an extensive role in providing affordable housing resources to lower income households across our state.  In addition to subsidy administration and housing counseling, these public and private development professionals bring innovative ideas maximizing the PHA’s contributions to Florida’s affordable housing stock.  This forum invites attendees to learn from some of the most active and forward-thinking PHAs and their partners throughout the state as presenters discuss best practices in affordable housing development through a PHA lens. With the deficit of affordable housing in mind, presenters will share their experiences of developing partnerships for housing development that address unmet public needs and private interests to achieve goals and support the mutual interests of both the PHA and private sector development partners.  Revitalization of historically underserved communities, including within the urban core, entices PHAs and private developers to work together to create mixed income communities supported by an environment of healthy living and employment opportunities.  The 2023 legislation to increase the production of affordable housing, provides PHAs and their private sector partners with greater opportunities to improve their communities through new construction, redevelopment, and rehab projects, increasing access to housing for the most vulnerable community members.

Public Policy Forum: Live Local Act
The Live Local Act of 2023 was Florida's first landmark housing legislation since the William E. Sadowski Affordable Housing Act of 1992.  The Live Local Act included the largest appropriation of Sadowski funding for SHIP and SAIL and created additional funding sources for affordable housing from general revenue and tax incentives.  Over $800 million was directly appropriated for existing housing programs and the Legislature augmented that with member projects for affordable housing to reach an unprecedented $1 billion for the production and preservation of affordable housing in Florida.  The Live Local Act includes a host of tools, including land use overrides for affordable housing developers. In this forum, experts will recap the 2023 Legislative Session, focusing primarily on how the Live Local Act marks a new era in housing policy, and how your community can make the most of the Live Local Act to drive housing production and preservation. The Live Local Act has many parts and pieces; the panel of experts will respond to any questions or concerns about the Act and discuss future advocacy related to the Act.

Facing Challenges with Innovation for a Resilient Energy Future Forum
The United States Inflation Reduction Act, which was signed into law in August 2022, is poised to cut energy costs, create good jobs, and transform climate action in the United States. The act includes $369 billion in clean energy and climate investments that will unlock unprecedented opportunity for local governments seeking to accelerate their own climate and energy commitments. The Inflation Reduction Act includes direct savings for households to make crucial, cost-saving energy efficiency improvements to their home. Tax credits will be available as soon as 2023 for energy efficient home improvements such as heat pumps and solar panels. This forum will focus on the opportunities and funding through the Inflation Reduction Act and state funding for energy efficiency and resiliency. Panelists will also discuss the challenges and best practices for incorporating energy efficiency, resiliency and other innovations into housing programs.

Preservation Forum: Planning for Permanent Affordability
The Shimberg Center for Housing Studies reports that over 95,000 units of assisted rental units have come into the Florida market since the year 2000. However, in the same time period nearly 60,000 units of assisted rental units in Florida have turned into market rate housing due to expiring land use restriction agreements, and over 60,000 additional existing affordable housing units will likely exit the rolls over the next 30 years. In other words, we can't build our way out of the affordable housing deficit unless we require long term or permanent affordability for all the units that receive government subsidy to make those units affordable.
This forum will present permanent and long-term affordability as a key policy and program response to expanding access to sorely needed affordable rental housing, which also increases housing stability, particularly for Florida's low-income workforce. Presenters will discuss the role of mission-based organizations in tax credit partnerships and how this is encouraged through the Live Local Act, and share examples of state and local programs successfully implementing permanent affordability. Experts will also discuss the value of 99-year ground leases to ensure affordability and the implications of affordable rental housing as a permanent community asset in the context of community development and the provision of resident services for the benefit of the residents as well as the business community.

CDFIs and Investment Funds: Who Are They and What Do They Do?
The strategic deployment of capital for the construction of homeownership and rental developments to increase housing production in underserved communities is helping to bridge the investment gap across Florida.  Prioritizing communities that otherwise lack access to lending resources for both developers and homebuyers alike requires more creative financing opportunities, especially to support increasing construction costs.  
Beyond the CRA requirements, CDFIs are applying their financing instruments to enhance programmatic initiatives and assist Black developers and those working in underserved communities. Foundations are providing more flexible funding to support local housing initiatives, and nonprofit and for profits alike are infusing capital into complex development projects that require uniquely structured financing. This session will spotlight CDFIs and investment funds that use creative methods to deploy funds in a localized and strategic way for the greatest impact to the community and its residents.

This workshop showcases the work of LISC Jacksonville using a fine point on researching and addressing the effects of heirs property and potential solutions to decrease land loss.   The panel will also provide an update on the progress of  Project Boots. LISC Jacksonville launched “Project Boots,” to guide five local residents on their path toward homeownership in Jacksonville’s Historic Eastside neighborhood. Project Boots provides down payment assistance and a homeownership training curriculum to the five participants over the course of 12 months. Upon successful completion of the program, the five participants – all of whom are Jacksonville natives – will be able to purchase and build a new home on existing vacant lots in Historic Eastside.  This could be a replicable model for your community.

Resilience of Long-Term Affordability
Interest in using surplus, publicly owned land to produce permanently affordable housing via Community Land Trusts (CLTs) is growing rapidly in Florida. For the past decade, the Florida Housing Coalition's CLT Institute has partnered with or supported the establishment of many CLTs. In 2023, the Coalition is defining new best practices for assessing parcels and sites. The South Florida CLT was among the first CLTs to conduct a multi-level vulnerability assessment to evaluate prospective land. Margaret Huang, an advocate for human rights and racial justice for nearly three decades, is the President and CEO of the Southern Poverty Law Center. The SPLC serves as a catalyst for racial justice in the U.S. South and beyond, working in partnership with communities to dismantle white supremacy, strengthen intersectional movements, and advance the human rights of all people. With offices in five states in the Deep South and Washington, DC, the SPLC works to eradicate poverty, reduce incarceration, protect voting rights, and combat white supremacy.

Throughout her career, Margaret has championed social justice and human dignity, advocating against discrimination and oppression in all of its forms. Prior to the Southern Poverty Law Center, Margaret served as the Executive Director of Amnesty International USA, where she was responsible for leading campaigns to protect the human rights of migrants and refugees, torture survivors, gun violence victims, and activists and protestors across the globe. Margaret has given testimony before the U.S. Congress, the United Nations human rights bodies, and the Inter-American Commission on Human Rights. She currently sits on the Boards of Directors for the Leadership Conference on Civil and Human Rights, the National Women’s Law Center, and the Progressive Multiplier Fund. She is a 2003 ICAP Fellow and serves on the Advisory Committee American Studies for the Salzburg Global Seminar.

Margaret previously served as the Executive Director of the Rights Working Group, a coalition focused on protecting human rights and civil liberties of vulnerable communities in the post-September 11 era. Other experience includes working at Global Rights, the Robert F. Kennedy Center for Human Rights, The Asia Foundation, and the U.S. Senate Foreign Relations Committee. Ms. Huang received a Master of International Affairs from Columbia University, and a B.S.F.S. from Georgetown University.

Innovations in Housing Production and Management
As the deficit of affordable housing has continued to increase, many are welcoming new methods to ease the divide between the supply and demand.  Developers, residents, and local governments are implementing solutions that result in a faster production rate of new housing units while achieving a reduction in costs.  These alternatives to traditional housing models include accessory dwelling units (ADUs), modifications to land development codes, new technology such as 3D printing, and container homes.  Creative strategies that reduce the total development cost by contracting HVAC appliances and services allowing the developer to shift costs from development to operations, reducing the total development cost to achieve financial feasibility.  This session will take the solution-focused approach to addressing challenges by implementing innovative approaches to housing development and management to inform attendees about examples that can be replicated across Florida.

Reducing Heat Impacts to Affordable Housing and Residences- CANCELLED
Heat kills more people each year than other disasters, exacerbates storm impacts and low-income residents are disproportionately impacted. Leading communities in Florida are taking action to reduce the impacts of increased heat to their communities and housing.  Older and poorly insulated housing stock, new developments that lack of shade, and inefficient HVAC can contribute to increased internal temperatures and energy use. Implementing energy-efficiency programs, cooling retrofits, solar plus battery storage for post-disaster and other engineering improvements are proven to reduce high energy burdens, improve health, and housing affordability. In this session, experts from the Florida Clinicians for Climate Action will provide an overview of the health impacts on vulnerable populations; the International Center for Appropriate and Sustainable Technology (ICAST) will highlight major energy efficiency retrofits for LIHTC and HUD multifamily developers and FHC will provide recommendations for emergency cooling programs, post-disaster preparedness, and building organizational capacity. In this session, Florida Housing Finance Corporation (FHFC) will discuss the upcoming 2023/2024 RFA cycle information and updates to affordable housing development financing programs that are administered by FHFC.  Presenters will review the application process for financing opportunities used to build and rehabilitate multifamily affordable housing developments.  The session will provide an overview of the FHFC website, the timing of the Application process, financing programs, and updates to the RFA process.  Attendees will learn about opportunities for technical assistance that is available through FHFC’s Catalyst Program and loan funding for emerging nonprofit developers, PHAs, and local governments through the Predevelopment Loan Program (PLP).

Hurricanes, Housing, and the Effectiveness of Disaster Recovery Programs- CANCELLED
After five hurricanes in five years, what can we learn from Florida’s efforts to rebuild? Join University of Florida’s Shimberg Center for Housing Studies for this research update on post-disaster recovery and the effectiveness of Federal and local programs. We will talk about findings from two Shimberg Center-Florida Housing Coalition collaborations. The first, funded by the Robert Wood Johnson Foundation, quantified the role of Florida’s local SHIP programs in filling gaps left by Federal disaster assistance. The second study, funded this past year by the U.S. Department of Housing and Urban Development, explores how the Community Development Block Grants for Disaster Recovery may be better structured to meet renter needs. Lastly, we will discuss how U.S. Small Business Administration Loans fit into this funding landscape and which types of households are more likely to use these loans to recover from disasters.
